The new law limits the time canine-people can be tethered outdoors to a maximum of one hour from 6 am to 11 pm. Overnight tethering from 11 pm to 6 am is now forbidden. The new regulations also prohibit outdoor tethering in extreme weather conditions. Moreover, the law delineates the type and specifications for tether weight and length. Violators may have to pay a fine of US$250 or spend five days in jail for a first offense and pay US$1,000 or spend30 days in jail for a subsequent offense.
